SARPS in Emerging Markets
Business Requirement
The key business requirement for the UK Overseas Territories is ensure that the statutory obligations (as part of the Chicago Convention) are complied with and monitored
Many emerging and small CAAs find it very difficult to hire and retain the manpower and skills base necessary to fulfil the SARPS obligations, from both a financial and a technical skills perspective i.e. they do not have the resources to achieve the “scale effect". and typically struggle with the key question of how does a CAA recover the cost of compliance when the number of aircraft and licensed staff is small in relation to the regulatory obligations?
Our Approach
Our approach is to encourage the smaller CAAs to work together to share and reuse tailored materials.
Alternatively we also offer services that allow CAAs to outsource the obligations on a contracted basis. For example SAL is now offering tailored services to CAAs to supplement their staffing by means of individuals who can provide specific guidance on an outsourced basis for:
Aerodrome safety of Operations, Aeronautical Information Services, Air Traffic Flow Management, Air Traffic Services, Airspace Management, Airspace Surveillance, Communications, Meteorological, Navigation, Search and Rescue
