About Us
The SAL company was formed in 1985 under the trading name of Shrives Associates Limited (SAL).
Our core focus as a company is providing Aviation, Airport planning and Air Traffic Management based operational, technical and financial consulting together with implementation management services.
Like most medium sized businesses in the consulting space, we comprise a core team of staff that is complemented with a wide range of aviation associates – currently in excess of sixty experts.
Our associates are recognized industry experts all of whom has a detailed background and hands-on experience.
This expertise ranges from:
- Airport master plans and development
- Air traffic control to advanced human machine interfaces
- Airspace planning to aeronautical information publications
- Project management to aviation security and financial expertise

Starting from our UK base in 1985 the company has now developed into an international group that uses consultants originating from France, Belgium, Norway, Germany, Malta, Romania, and the Netherlands. As an international organization, we have experience in operating in many countries around the globe.

Company Profile
SAL provides expert witnesses for legal investigations, engineers for system specifications, tender evaluation and project management covering radar, communications and navigational aids, teams for studies and the production of development plans including financial analysis, safety management projects, aircraft airworthiness and operations audits and teams for airport and airspace design with airspace and capacity. The combined resources of the company back up each individual consultant.

Our Mission and Core Focus
Our mission and core focus is to become a leading provider of:
- Airport development and implementation services
- Financial for CAAs, ATC service providers, airports and airlines
- Safety Management services covering ICAO Annexes 1, 6,8,11 and 14,
- ATM systems definition and implementation processes
Through the provision of multi-national and independent expertise.
Our Core Management Group
The CEO and Managing Director is Douglas Spragg who has a background of twenty years as a controller and twenty years in ATC planning both in the UK and Eurocontrol.
The Director Finance is Neil Scott, an exceptionally experienced financial expert, having worked in over 25 countries for in excess of 65 organisations.
The Director Operations is Antony Hayes who has a military background and who then became a civil controller in the UK, followed by involvement in ATC facility planning and some years in Eurocontrol.
The Director of Flight Operations is Dan Andrei who was Director General of the Romanian CAA and has an extensive background in the development of airworthiness requirements, air operators certification and many other aspects of the aviation field.
The Director Engineering is Tony Abela, very experienced in Communications. Navigation aids and Surveillance who was Director Engineering at Malta (Luqa) Airport.
Our Principal Consultant and advisor to SAL is Chris Walton who provides expertise on data processing having been Deputy Director in the UK National Air Traffic Services Radar Data Processing Directorate.
